American Rescue Plan Act NEU Application Portal is Now Available

American Rescue Plan Act - Coronavirus Local Fiscal Recovery Funds for Ohio Non-Entitlement Units of Local Government

HB168 as signed by the Governor last week, provided $422 million in appropriations for non-entitlement units of local government (NEUs) under the American Rescue Plan Act of 2021. OBM is excited to announce that the application portal is open!

The application portal can be accessed at Ohio Grants : Funding Opportunities. The funding opportunity provides a list of the maximum allocation that each local government may receive, a job aid to assist with the application, documents that need signed and uploaded to the application, and a general information guide with frequently asked questions. In accordance with the federal law, each NEU’s allocation will be capped at no more than 75 percent of its budget as of January 27, 2020. That cap will be determined as part of this application process.

To meet the Treasury requirements, OBM will require eligible NEUs to register for funding and provide the following information prior to distribution:

  • Organizational information to include the DUNS number, Entity’s Taxpayer Identification Number, contact information for both an Authorized Representative and Grant Contact, and payment details;
  • Top-line total annual budget amount as of January 27, 2020;
  • Sign and upload award terms and conditions agreement (provided in funding opportunity); and
  • Sign and upload assurance of compliance with Title VI of the Civil Rights Act of 1964, provided in funding opportunity.

The Ohio Grants Partnership will hold a webinar to provide an overview of the application process on July 9 from 10:00 am to 11:00 am.

 

Members of the Ohio Grants Partnership team will be on hand to answer questions during office hours sessions scheduled for July 13 from 10:30 to 11:30 am and July 14 from 2:00 to 3:00 pm. Registration for these sessions is required as there is a limit of 800 participants.

Completing the registration for this funding opportunity is required even if you have applied for other opportunities in the past. You will be unable to access the registration using existing OBM grants portal log-in information. Registering does not require log-in, therefore the system does not provide the ability to save a registration and return to it. NEUs are cautioned to be prepared to complete the entire registration along with the required uploads at the time of submission. The registration will be available for a 60-day period, however payments will be made on a rolling basis so the earlier you apply, the earlier you can receive funding. An NEU that wishes to decline funding should not register and should reach out to the Ohio Grants Partnership at grants@obm.ohio.gov.
